Facilities include equipment and supplies such as tables, chairs and teaching aids, while infrastructure includes supporting facilities such as buildings, laboratories and libraries. The availability of complete educational facilities, such as libraries with diverse book collections and internet access, can increase students' engagement in learning and motivate them to study. The research method used in this study is a literature study, which aims to collect data and information from written sources to build a strong theoretical foundation and strengthen research arguments. Data from BPS and the Ministry of Health show an imbalance in educational facilities and infrastructure between urban and rural areas. In urban areas, 88% of classrooms are in decent condition, while in rural areas only 62%. In addition, 85% of schools in urban areas have internet access, while only 30% in rural areas. Library availability is also much different, with 75% of schools in urban areas having libraries, while in rural areas it is only 45%. Laboratories are available in 60% of urban schools but only 20% in rural areas. In terms of sanitation, 90% of schools in urban areas have proper facilities, while only 50% in rural areas. This research uses a qualitative method with a descriptive approach to describe the strategies and methods used by PSM in educating, training, and assisting the community and village apparatus. The results show that PSM's role is crucial in enhancing active community participation through counseling, training, and assistance. Innovations such as using Zoom application for counseling have proven effective in quickly and widely disseminating information. Challenges such as limited internet access and technological skills among the community are addressed by providing technical guidance. Technical Guidance Training (Bimtek) also helps improve the community's understanding and skills in implementing BBGRM. Factors such as geographical conditions, economics, government policies and the quality of teaching staff are the main causes of this gap. The research method used in this study is a literature study, which aims to analyze data from various sources, including relevant research reports, books and journal articles. The results show that schools in urban areas are generally more advanced in terms of infrastructure and teacher quality compared to schools in rural areas, where education facilities and access are still very limited. In addition, the low availability of technology and resources in remote areas further exacerbates this disparity. To address these issues, more inclusive policies are needed, such as a more equitable distribution of the education budget, improving the quality of teacher training and utilizing technology for distance education. Qualified teachers determine student learning outcomes but the distribution of competent teachers is uneven. This study uses the literature review method to analyze the various factors that cause the gap in teacher quality, such as the lack of access to continuous training in remote areas, low incentives for teachers serving in these areas and limited support facilities. The study also discusses efforts that have been made, including teacher training programs, the use of technology for online learning, and government policies related to teacher placement and professional development. The findings show that although some programs have been running, the gap is still quite large, especially in rural areas that often experience a shortage of qualified teachers. Therefore, more integrated and sustainable policies are needed, including strengthening incentives, increasing access to technology-based training and improving education infrastructure in remote areas.
